New Defender's Study Bible Notes
19:2 help the ungodly. Hanani, the father of the prophet Jehu, had issued a similar rebuke to Jehoshaphat’s father, King Asa (II Chronicles 16:7). The Lord is not pleased when believers join with unbelievers in spiritual ventures (II Corinthians 6:14-18). This confrontation seems to have been one motivating factor in the further reforms instituted by Jehoshaphat (II Chronicles 19:5-11).
19:4 Beer-sheba to mount Ephraim. The traditional borders of Israel had been from Dan to Beersheba. After the separation of the Northern Kingdom, it was only from Beer-sheba to Mount Ephraim.
19:5 judges in the land. Jehoshaphat established the system of judges and appeal procedures (II Chronicles 19:5-11), by which secular appointees of the king judged civil matters and by which the priest, under the chief priest, judged religious matters. This system became a model for later governments in Judaism.
